City to consider center, OAC land exchange

BROOKINGS – The Brookings City Council will consider an exchange Tuesday with Brookings County to swap the city-owned land underneath Outdoor Adventure Center plus an additional $500,000 in exchange for the County Resource Center.

The council meeting starts at 6 p.m. Tuesday in the third-floor chambers of the Brookings City & County Government Center, 520 Third St. It is open to the public.

Brookings County will assume the property and operations of the Outdoor Adventure Center. It also wants to own property underneath and around it that has been leased from the city to the OAC, according to an attachment to the agenda available on the city’s website. The county intends to run 4-H operations primarily from this facility.

The city wants to acquire the County Resource Center, owned by Brookings County but attached to the Swiftel Center and on land owned by the city, as an expansion opportunity for the Swiftel Center.

If approved, the city will make five $100,000 payments over a five-year period beginning in 2017. Payments will be made from the city’s Public Improvement Fund and have been budgeted in the Capital Improvement Plan, according to the attachment.

The council next week will also review a report regarding curbside composting in Brookings.

On May 9, the council made a motion directing staff to research curbside compost bins or neighborhood compost collection areas. They requested this item be brought back for discussion within three months.

A subcommittee of the Sustainability Council Urban Ag Committee and city staff researched the issue and prepared a report for City Council review.

The report includes a summary of the current recycling efforts, elements of a successful curbside composting program, state and local regulations, comparisons to other cities and states, current barriers, potential opportunities, and recommendations.

Other topics on the Tuesday agenda include:

  • Mayor Keith Corbett will deliver his State of the City address;
  • A public hearing to establish storage yards in Sheldens Subdivision at 703 and 709 Main Ave. S.
  • An agreement with the county for a city-owned parking lot located at the Southbrook Softball Complex. The county will need access to the parking lot for its activities associated with the Outdoor Adventure Center facility;
  • Canceling the study sessions on Sept. 19 and Oct. 17 and the meeting on Nov. 14;
  • Appointing Shelly Brandenburger to the Sustainability Council.
