Council to hear Bob Shelden proposals

BROOKINGS – The Brookings City Council will hear an informational presentation next week about more than $5 million in proposed renovations to Bob Shelden Athletic Complex.

The presentation is part of the Council’s 6 p.m. Tuesday meeting at the Brookings City & County Government Center.

Planning and architecture firm Confluence, in collaboration with the Parks, Recreation and Forestry Department, will present information on site planning and associated pre-engineering leading to eventual renovation of the complex, according to an attachment to the council agenda.

The facility, originally built in 1968 with various upgrades over the years, is a dual-purpose athletic field and hosts youth baseball activities under Parks, Rec and Forestry. It also hosts sub-varsity football games for the Brookings School District. The facility is owned by the city.

The facility and some of its components are aging and need to be replaced. An attachment to the agenda, found at http://cityofbrookings.legistar1.com/cityofbrookings/meetings/2018/5/1590_A_City_Council_18-05-22_Meeting_Agenda.pdf, includes a description of the facility and its components, and goals for the proposed renovation.

Two development options that are part of the Tuesday presentation include cost summaries of more than $5 million each, with costs proposed to be split between the City of Brookings (80-85 percent) and the Brookings School District (15-20 percent).

Potential upgrades include stadium and plaza improvements, field resurfacing, new lighting, seating and parking expansion, relocated or removed facilities, drainage improvements and more.

The Brookings City Council on Tuesday will also consider a request by property owners to have sanitary sewer run on the east side of Western Avenue.

The city received a petition to install sanitary sewer on Western Avenue between Martin Boulevard and 20th Street South, approximately 240 feet north of Martin Boulevard to approximately 530 feet north of Martin Boulevard, according to an attachment to the agenda. 

There are three properties on the east side of Western Avenue that would be subject to the assessment project, and two of the property owners have signed a petition of request. This project would provide an extension of the sanitary sewer main, and each property will receive one sanitary sewer service, according to the attachment. 

The project will be assessed based on special benefits, meaning each of the three property owners will receive similar benefits and thereby would pay similar costs, according to the attachment. The estimated project cost is $31,329 with each property owner’s estimated cost at $10,433.

The council next week will consider awarding bids on the annual concrete maintenance project to the low bidder, Timmons Construction of Brookings for $451,942. That bid was approximately 16 percent lower than the engineer’s estimate of $543,377.

The project entails construction of miscellaneous concrete work including curb and gutter repair, fillets, valley gutters, curb ramps and sidewalk. This also includes homeowner trip hazards that were not repaired in the 2017 sidewalk area, north of Sixth Street and east of Medary Avenue and property owners in the 2018 sidewalk area who volunteered to be in the project, which is north of Sixth Street and west of Medary Avenue.

In other items, the council will consider:

• Leasing 10,434 square feet of office space at the Research and Technology Center to Rural Technologies Inc. The lease will be on a month-by-month basis with an end date of Dec. 31, 2020. The lease will generate $112,876 in annual revenue.

• On-off sale malt alcohol licenses. Several South Dakota alcoholic beverage laws have been extensively revised, including repeal of some license types. An agenda attachment includes a list of 15 businesses that are changing to a new type of license.
