Council to name city manager

Council will also look at housing, United Way program

BROOKINGS – The Brookings City Council plans to select a new city manager Tuesday night. 

Councilors will choose from three candidates: Paul Briseno, Shawn Kessel and Sean Pederson, who all addressed the public at a meet-and-greet Monday at the Children’s Museum of South Dakota.

The council next week will also consider adopting the Comprehensive Plan 2040.

“Over the past 12 months, RGD Planning & Design has been working with the Comprehensive Master Plan Advisory Committee to prepare a new Comprehensive Plan focused on future land use,” according to an attachment to the agenda, available on the city’s website. It also states RGD has hosted various meetings and open houses to inform the public and stakeholders about what they were planning. 

“South Dakota Codified Laws 11-6-2 and 11-6-14 require municipalities to have a Comprehensive Plan for the physical development of the city and joint jurisdiction area,” according to the agenda. 

“The City of Brookings first adopted a Comprehensive Plan in 1966 and later approved and implemented the Vision 2020 Comprehensive Plan in 2002,” according to the agenda. “It is necessary to amend and revise the plan to stay current with changing conditions within the community.

“The Comprehensive Plan is a guide, or road map, that directs growth and development and assists with public policy decisions regarding land use and infrastructure,” according to the agenda. 

The study session will begin at 5 p.m. Tuesday in the third-floor chamers of the Brookings City & County Government Center with Heidi Gullickson, executive director of the Brookings Area United Way, presenting information on the 211 program; and continued discussion about the Brookings Affordable Housing Task Force’s report on policy recommendations.

The regular meeting will begin at 6 p.m.

On the consent agenda is authorization for the Brookings Summer Arts Festival Committee to have exclusive use of Pioneer Park on July 10-17 for set-up and clean-up of the festival on July 14-15.

Brookings Volunteer Firefighter Day will be proclaimed for April 24 by Mayor Keith Corbett.

Under contracts and change orders, the council will likely award bids on the street maintenance and overlay project, and the recreation trail overlay project, both to Bowes, and the viaduct drainage improvement project, to VJ Ahlers Excavating.

Under public hearings, the council will consider alcohol licenses for Flavor International Restaurant and Grocery, and Carpy’s Pub.
