Jeff was born on Oct. 12, 1961, to Ron and Jeanette (Hutt) Foster in Brookings. After graduating from Estelline High School in 1980, he attended Northwestern College in Orange City, Iowa, and University of South Dakota in Vermillion. Jeff then attended Lake Area Technical School in Watertown, where he obtained a banking degree.

He married Mary Sheehan, and to this union two children were born. Jeff worked for the State of South Dakota as a bank examiner, and then worked for the banks in Huron, DeSmet, Lake Benton, Minnesota, and Sioux Falls, ending his career in banking as President of First Bank and Trust in Watertown.

On May 28, 1994, Jeff was united in marriage to Tammy Nicholson, whom he met while working in De Smet.  Jeff and Tammy owned Express Photo in Watertown for 18 years. In 2007, they purchased Woody’s Sports Bar in Watertown.

Jeff enjoyed playing golf and watching the Minnesota Twins, Vikings and Gophers. He loved going to his children’s activities. Jeff was a big advocate and sponsored many pool, dart and softball teams. He loved his two cats, Koko and Kelly. Jeff was on the LATI Advisory Board, Lions Club and led the Cracker Barrel. He was a member of Town Players and a lifetime member of Farmers Union. He enjoyed going to a Masters Tournament, a Super Bowl and the 1987 World Series. His greatest joy was the birth of his grandchildren.
