BROOKINGS – The Brookings City Council will consider sidewalk work as part of the 2017 Concrete Maintenance Project during its Tuesday meeting.

The area is east of Medary Avenue South and between Sixth Street and Orchard Drive, as well as property owners in the 2017 sidewalk area who volunteered to be in the project, which is north of Sixth Street and east of Medary Avenue, according to the attachment to the agenda available on the city’s website.

The annual concrete project entails construction of miscellaneous concrete work, including curb and gutter repair, fillets, valley gutters, curb ramps and sidewalk along vacant property with Clark Drew Construction doing the work.

“The city mailed letters to the property owners giving them the option of repairing the sidewalks themselves or to be added to the city repair project. The properties included in this project are the sidewalks that were not completed by the property owners from the 2016 project area, and the property owners who volunteered to be on the project in the 2017 project area,” according to the attachment.

There are 57 properties listed on the Property Owner List.

The contract prices for the project, including the 6 percent engineering and administration fee are: remove 4-inch thick sidewalk, $2.86 per square foot; install 4-inch thick sidewalk, $7 per square foot; and adjust curb stop (if needed), $190.80 each.

The resolution will authorize the city’s contractor to proceed with construction of the sidewalk assessment project. The city will assess the cost of the sidewalk repairs when the assessment is levied.

In other business, the council will consider action on a preliminary plat for lots in the Americana Addition, which is accessed by Constitution Boulevard, which connects to 22nd Avenue South.

“The streets shown on the plat have already been constructed and utilities are generally available in the streets. The lots are intended for low-density, single-family residential development,” according to the attachment.

The council will also revisit a resolution to amend the fee schedule of the city for a small-cell, DAS and Wi-Fi facilities permit.

“SDN Communications of Sioux Falls is under contract with Verizon Wireless to install several small-cell towers around Brookings. The towers would be installed this spring. The installation of small-cell towers will equip Verizon with the ability to expand coverage in Brookings. The towers are typically 35 feet tall, which are designed to go in the right-of-way (ROW) so they are treated like all other utility operations. They also do not need extensive permitting typical of larger towers that cannot be in the ROW,” according to the attachment.

The council will consider amending a zoning ordinance pertaining to Section 94-396 Wireless Communications Facilities for the purpose of administration of the zoning ordinance. The ordinance has changed from the first reading on March 28.

The council will hear a first reading on a conditional use permit for a brewpub to be located in The Lofts at Main. The public hearing is set for June 13. The council takes no action on first readings. The permit is being requested by the Eponymous Brewing Company and Sean Weber, COO. The presentation said the establishment will be able to seat 37.

The council will meet in open session at 6 p.m. Tuesday with a 5 p.m. executive session preceding it in the City & County Government Center.
