The letter by Bernie Hendricks on Aug. 9, highlights some of the grotesque (and race-baited) misinformation propagated since the 1930s primarily by the Bureau of Narcotics head, Harry Anslinger.
Please look that up on Wikipedia. Explore also the “Shafer Commission” appointed by President Nixon. Nixon subsequently buried the study results because they didn’t fit the result that he and his Attorney General Mitchell wanted.
