BROOKINGS – The Brookings City Council will name a new person to fill out the seven-member ruling body on Tuesday.
The five candidates for the post are Ed Ballou, Cory Ann Ellis, George Hamer, Nick Schmeichel and Holly Tilton Byrne.
Keith Corbett will be sworn in as mayor on Tuesday, leaving his council seat vacant. The new appointee will fill that seat for one year, then it will be open for election for a one-year term.
Taking the oath of office along with Corbett will be councilors Ope Niemeyer and Dan Hansen, who were re-elected last month.
Also on Tuesday, the council will establish that public parks and playgrounds are closed between the hours of 11 p.m. and 6 a.m., and the Brookings Police Department will be able to cite violators.
“There have been prior incidences of vandalism and unlawful behavior that have occurred in the parks system primarily during the hours of 11 p.m. and 6 a.m.,” according to an attachment to the agenda, available on the city’s website.
In a related topic, the council will consider a resolution setting fines of $60 and $60 in court costs for a total of $120 for those who violate the restricted hours in parks and playgrounds.
A public hearing will be held on a resolution to levy sidewalk assessments to catch up on sidewalk repairs that were scheduled in 2015 for east of Medary Avenue South and south of Orchard Drive and the repairs scheduled in 2016 east of Medary Avenue South and between Sixth Street and Orchard Drive.
“The project was completed and the final change order was approved. The city is proceeding with the assessment process to bill the property owners for their sidewalk construction costs,” according to the attachment.
Councilors will consider entering into a grant agreement with the Federal Aviation Administration for an airport paint striper.
“The City budgeted to purchase a paint striper this year for the Brookings Regional Airport. The budget includes using $5,000 of City funds along with a grant from the Federal Aviation Administration for $13,845 from the Brookings fuel tax fund balance,” according to the attachment.
Another public hearing will amend the zoning ordinance to set the definition of a front yard to allow greater flexibility in establishing a front yard on a corner lot.
“The proposed ordinance amendment would allow the owner to determine the primary front yard, with the consent of the Community Development Department, at the time the primary structure is permitted,” according to the attachment.
The council meeting will begin at 6 p.m. with an executive session preceding it at 5:45 p.m. at the City & County Government Center.
