Lots revised in Prairie Hills Addition

BROOKINGS – The Brookings City Council approved revising lots in the Prairie Hills Addition during the meeting last Tuesday.

The council approved revising preliminary plats for Lots 1 and 2, Block 19; Block 20 and Block 21 in the Prairie Hills Addition. There was no public comment and no discussion by council members.

“The revised preliminary plat includes 33 acres of land in the northwest section of the Prairie Hills development,” according to an agenda attachment.

“Block 19 includes two lots currently zoned Business B-2 district. Lot 1 will remain B-2 while a rezoning request has been submitted to rezone Lot 2 from B-2 to Residence R-3 Apartment District. Block 20 … is currently split zoned B-2/R-3, and a rezoning request has been submitted to rezone Block 20 to entirely R-3. Block 21, formerly identified as Blocks 9 and 10, is currently zoned B-2. Portions of the original Blocks 9 and 10 have been platted as Lots 1-3, Block 7,” according to a memo by Ryan Miller, city planner.

First readings

The council heard first readings on Ordinance 21-040, which will rezone Block 20 in the Prairie Hills Addition from B-2/R-3 to Residence R-3 Apartment District, and Ordinance 21-041, to re-zone Lot 2, Block 19 in the Prairie Hills Addition from Business B-2 District to Residence R-3 Apartment District. Public hearing for both is set for Dec. 14.

The rezoning would provide an opportunity for multi-family housing, according to agenda attachments.

Block 20 in Ordinance 21-040 is part of larger B-2 and R-3 zoning districts in the Prairie Hills Addition development. 

“The broader B-2 District has been planned for future commercial development to serve the Prairie Hills Addition development as well as other residential growth in southern Brookings. The existing R-3 District is currently being developed as The Landing at Prairie Hills,” according to an attachment.

“Block 20 is a proposed four-acre lot situated among Tallgrass Parkway, Goldenrod Trail and Chokeberry Lane. The lot will be adjacent to B-2 zoning to the west, B-2A to the north and R-3 to the east and south. The future Land Use Map classifies this area as Medium Density Residential, which supports residential uses up to 12-units per acre. Higher density on Block 20 would be supported due to the average development density of Prairie Hills Addition, which includes lower density development to the south and east,” according to the attachment.

Lot 2, Block 19, in Ordinance 21-041 is part of a larger B-2 zoning district near the intersection of Main Avenue South and 20th Street South.

“The broader B-2 District has been planned for future commercial development to serve the Prairie Hills Addition development as well as other residential growth in southern Brookings. A majority of the larger B-2 District will retain its current zoning,” according to an attachment.

“Lot 2, Block 19 is a proposed 4.3-acre lot situated along a future portion of Sweetgrass Drive. The lot will be adjacent to B-2 zoning to the west, north and east. Existing R-3 zoning will be located to the south across a wetland tract. The Future Land Use Map classifies this area as Medium Density Residential, which supports residential uses up to 12-units per acre. Higher density on Lot 2, Block 19 would be supported due to the average development density of Prairie Hills Addition which includes lower density development to the south and east,” according to the attachment.
