Man charged following rescue of 11 dogs in Elkton

ELKTON — An Elkton resident was arrested Tuesday following an animal neglect investigation into a home that found 11 small dogs and a dead cat.

The incident involving Marshall Moe, 45, unfolded in the 200 block of Cornell Avenue after a report was received at 2:42 p.m. Tuesday, according to a Thursday news release from the Brookings County Sheriff’s Office. After Moe refused to grant law enforcers access to the home, they later returned with a search warrant.

According to information in a probable cause statement on Thursday from the Brookings County State’s Attorney’s Office, the home had a foul odor with feces and urine in every room. Ten of the dogs were found in the home, while another was found in an ice shack on the property. The dead cat, which was partially eaten, was found in the home’s dining room.

Moe is facing a misdemeanor charge of neglect, abandonment or mistreatment of an animal, per the probable cause statement. He has since been released from custody on a personal recognizance bond and is awaiting his initial court appearance.

The dogs are currently in the care of the Brookings Regional Humane Society, and the incident continues to be investigated by the sheriff’s office.

In addition to the sheriff’s office, other responding agencies were Brookings County Animal Control, Elkton Ambulance and the Elkton Fire Department.
